I have inquired of His Majesty's Consul at Chefoo, who states that the report in the "North China Herald," mentioned in your telegram No. 52 of the 10th instant, is entirely without foundation. Lack of funds caused the abandonment of the original scheme. A new Company of Chinese merchants has now been started, but it has not yet raised the necessary capital, nor obtained the sanction of the authorities.

I have the best authority for the statement that the subject has never been mentioned by the German Minister to the Wai-wu Pu.
